Muslims United PAC thanks Congresswoman Sylvia Garcia (TX-29) for co-sponsoring H.R.3565, the Block The Bombs Act. Following approximately one month of engagement between MUPAC and her office, Rep. Garcia signed onto this historic legislation on January 12, 2026.

About H.R.3565 — The Block The Bombs Act

The Block The Bombs Act (H.R.3565) is historic legislation introduced by Representatives Delia Ramirez (IL-04), Sara Jacobs (CA-51), Pramila Jayapal (WA-07), and Mark Pocan (WI-02). It represents the first time in history that Congress has worked to proactively halt offensive U.S. weapons transfers to Israel.

The bill would block the transfer of:

  • BLU-109 bunker busting bombs
  • MK80 series bombs and Joint Direct Attack Munitions (JDAMs)
  • 120mm tank ammunition and 155mm artillery ammunition
  • White phosphorus munitions

The legislation includes oversight mechanisms requiring Congressional approval and documentation of intended use for any such transfers.

Constituent Advocacy Works

MUPAC engaged with Congresswoman Garcia's office over the course of approximately one month, communicating the importance of this legislation to Muslim Americans and constituents in Texas' 29th Congressional District who care about human rights and U.S. foreign policy accountability.

This outcome demonstrates what is possible when constituents and advocacy organizations work together to engage their elected officials. We encourage community members across the country to reach out to their own representatives and urge them to co-sponsor H.R.3565.
